Master builders do not want to build railroad sidetracks to the Kerch Bridge

The third attempt to select a master builder for the construction of the railroad sidetracks to the Kerch Bridge in the occupied Crimea is failed. Analysts consider that the reason may be the low price of work according to the contract.

The Ministry of Transport which is the contract sponsor being worth 16.9 billion rubles has not received a single application to competition for the development of working construction documentation of the railroad sidetracks to the Kerch Bridge. It is written on the public procurement portal. The deadline for applications expired on 9 January. The Transport Ministry does not comment on the new terms of the tender.

This is the third attempt to attract the master builder. As a result of applications consideration at the first tender termed at the end of September, there was the only participant JSC “Railways of Yakutia” but it was not admitted to the competition. In December they didn’t receive any application.

Sources of Kommersant in this industry pointed out that Aras Agalarov’s and Ruslan Baysarov’s companies were interested in the project as well. Prospective master builders did not apply to the third tender despite the fact that this time there were less demands. The contract sponsor removed the compulsory requirement of having a contract for the last three years that performs the construction of extremely dangerous infrastructure not less than 20% cost from price of the FKO order in the participant’s portfolio.

According to the chief executive of Infoline-Analitika Mikhail Burmistrov, the absence of applications for the third competition will force Roszheldor “radically rethink the competition terms” and primarily to increase the contract costs. In his opinion, they need to raise it at least till 20 billion rubles taking into account the associated risks.
