Magera: the State Duma in the Russian Federation will be illegitimate because of «elections» in the occupied Crimea
The deputy chairman of CEC (the Central Election Commission) of Ukraine, Andriy Magera explained why it’s impossible to recognize the so-called elections to the State Duma of the Russian Federation.
He reminded as well that there are 450 deputies represented in the lower house of the Russian parliament. The half of them (225 people) is elected by a proportional representation on the basis of general federal multi-mandate district. Crimea and Sevastopol are included into that multi-mandate constituency of the Russian Federation. The last 225 members are elected in 225 single-mandate constituencies. Four of them are organized in Crimea and Sevastopol.
«It’s quite obvious that the proportional part taking into account the occupied territories of Crimea and Sevastopol has one result, and without them has another. Therefore, let’s perform a simple arithmetical operation. 225 (deputies elected by proportional representation) plus 4 (deputies elected at the single-mandate constituencies on the occupied territories) equals to 229. Thus, 229 deputies out of 450 are elected illegitimately. That’s an absolute majority of the State Duma constitutional membership», Magera said on Fecebook.
To remind some facts, for the first time the so-called elections to the State Duma will have been taken place in occupied Crimea in September 18, 2016. The Ukrainian authorities warn the politicians not to participate the illegal campaign at the temporally occupied territories of Ukraine. The Verkhovna Rada passed an appeal to the foreign and international organizations not to recognize «elections» on the occupied peninsula. The chairman of the Mejlis of the Crimean Tatar people, Refat Chubarov addressed to his compatriots to strike the vote.
